Datahub submission Json error

Description

Trying to batch upload tracks. Worked last week before the latest update.

Datahub file: http://remc.wustl.edu/jgu/mouse/23w/mousehub_23w_medip_mre_norm.txt

Steps:
1. Quick load mm9
2. Custom TK-> Datahub >paste in the hub file>error message

After the above steps, custom metadata are added somehow but the tracks are not loaded.

I missed a step in updating/installing browser code:

update tabix library by compiling original source code

that's because version 20 and before required modification of tabix code, that's no longer needed in v21

the updating of tabix library only need to be done once
