Description

the "Dataset" feature will be retired

Instead the ENCODE tracks will be migrated into "publichub" format, which makes update and maintenance much easier

ENCODE track files may be scattered among multiple web servers

Multiple hubs will be made for ENCODE data, each for a type of experiments, e.g. "TF chip-seq", "Histone marks", "RNA-seq" etc
these hubs will be organized into the "ENCODE hub cluster"

metadata annotation of all ENCODE tracks will still be using native metadata, but not custom metadata
so that the tracks will go into the native facet table
