missing mouse over event?

Description
- I have hammock tracks which have 2 categories, one have sbstroke attribute one didn't

- when you mouse over the blue block, there is information tool-tip, while there is no tool-tip for yellow blocks
- defined strokecolor in hub file
- not sure if it's a bug, there is no error message
