Custom track can not be submitted again after removal

Description

I submitted a custom track, then removed it (I gave it the wrong name and wanted to rename it... but I can't do this without removing the track entirely). I want to re-submit my custom track, but I get an error "This track has already been submitted".

I can't select the track again from the data table, because it was a custom track and has no metadata associated with it it does not appear in the facet table (image 1) -- although the data icon still says there are several tracks present (see image 2 -- there are actually only 3 custom tracks loaded when I took this image).
